Design should focus on the experience of the website visitors. The culture of a visitor strongly influences the meaning and the appreciation of content and presentation, and visitors have different goals, sometimes unpredictable. But all web users are human, so we need to understand human perception and actions. And we also need to consider the changing types of preferred hardware (which is also rather unpredictable).
